If you're on a fence between those 2, I'd choose Dunes Manor. (keep in mind your a block north of the boardwalk)
My favorite place to stay in OC. would have to be the Holiday Inn Suites on 17th st. The over all high quality of this oceanfront hotel, combined with their pools, and prime boardwalk location make it an excellent choice for a first time family vacation.

There are so many good places to stay in Ocean City, it's hard to narrow it down to one or two.
The Comfort Inn Boardwalk on 5th St. is a great location. The hotel is VERY clean, right on the boardwalk, close to the rides and games, and they have free breakfast in the mornings that is very good.
Like Dean said, the Holiday Inn on 17th is another excellent choice, but can be pricey in the summer. Three pools, large suites, on the boardwalk, fresh fruit in the lobby daily, on site restaurant and bar.
The Grand Hotel on 21st is also a good choice. On the boardwalk, pools, and within walking distance to good restaurants including Phillips, Embers, and Coins.
The Dunes Motel is next to the end of the boardwalk. Oceanfront, it has an outdoor pool, efficiency suites and it too is within walking distance to good restaurants, but you will have to walk 2.5 miles to the rides on the boardwalk or ride the tram. BUT instead, you can walk to Jolly Roger Amusement Park and Planet Maze for laser tag.
Dunes Manor is a little more upscale than the motel. 2 pools, every room is oceanfront, and they have an onsite restaurant.
Others to look at are the Atlantic Oceanfront Inn on 43rd, the Quality Inn and Suites on 33rd, Holiday Inn Oceanfront on 67th, the Princess Royale, the Carousel Hotel, and the Bonita Beach.

You can't go wrong with the Dunes Manor. It is the palce I most often recommend. There are lots of other great choices in OC that are also consistently dependable. I like Dunes Manor because I've never had a negative experience there, nor has anyone I've recommended it to. It is also in an great location.

It also depends on your length of stay. If your staying more than 3 days then a condo might be a option. A condo will add space, comfort and may cost less in the long run than a hotel room.
