I have not heard of the green mug type promotion you mention, but it certainly could exist, especially at the festival at the 45th Street Village. The OC alcohol regulations remain in place - no open containers in public places (except those area with permits), including streets, buses, and the boardwalk. However, enforcement seems a bit lax for those whom are well behaved along the sidewalk on the Coastal Highway parade route during the parade.
